Last night Facebook spams a new op-ed on Church and State by Don Collins, a member of several governing boards and advisory groups in America, stating that it does not conform to their Community Standards (WITH UPDATE - DAY 27 25/2/2018)

Our Church and State website has no less than 40 Nobel Prize winners on it; for details, see this blog's sidebar under "Church and State" (updated today).

Powerful appeal, but of course likely ignored. So unfair. The pressure for equity from those such as FACEBOOK over their monopolistic control of disseminating public opinion from responsible entities such as Church and State moves such entities closer to legislative regulation.

On 28 January I appealed Facebook's 30th block against our Church and State website since 1 December 2015; see my blog post of 7 December, Fighting for survival in London: Facebook's 26th block against our Church and State website since 1 December 2015. Last month Church and State topped more than 3 million hits over the past year (WITH UPDATE 31/1/2018 RE: Block 30 DAY 4). The next day, on 29 January, Facebook added a restriction that prevented me from commenting on groups I belong to. They're saying that everything I try to post to groups is spam. Last night I couldn't even post to groups a new op-ed on Church and State by one of our authors, Don Collins, a freelance writer and venture capitalist based in Washington DC. Don is a member of several governing boards and advisory groups in America. Facebook states: "We removed this post because it looks like spam and doesn't follow our Community Standards." It's unfathomable even to think about it.

Since Sunday Facebook has been blocking every single one of my posts to groups as spam; see my previous blog post, Now in an unprecedented block from Facebook everything I post to groups from our Church and State website they are calling spam, with no end in sight. Yesterday I was also blocked from commenting on groups I belong to. And I couldn't post to atheist groups the excerpt below from a brilliant book by Mark Tier, an award-winning author and investor based in Hong Kong. Dear Facebook,

Today in an unprecedented block from Facebook everything I post to groups from our Church and State website you are calling spam, with no end in sight. Please see the screenshot attached. On 5 September 2017, I first reported the treating as spam my links to articles and book excerpts on our site. One of these excerpts was from a book by Paul Cliteur, a professor of Jurisprudence at Leiden University and one of the Netherlands' leading public intellectuals.

Seldom has Facebook made it clear why I am being blocked. Today's block records as the 30th time Facebook has blocked me from posting to groups since 1 December 2015. The only explanation given at the time of one of these blocks has been "spam" (received today); and Facebook has only responded to four of my previous 29 appeals, citing "technical problems" in each instance. Nonetheless, I have been blocked from posting to groups a total of 43 days (and counting) in the last three months alone.

A colleague has written that our site is "not at all offensive, especially compared to some atheist sites which, presumably, AREN'T being blocked". This is not to mention the fact that I have also been reporting technical problems with my Facebook Network for Church Monitoring page since 5 April 2017, such as being unable to view scheduled posts or being repeatedly unable to schedule posts.

HM Revenue and Customs: Not a matter of serious misconduct?

On 15 September 2017 the Independent Police Complaints Commission (IPCC) forwarded to the Professional Standards Department of Her Majesty's Revenue and Customs (HMRC) my complaint of serious misconduct against HMRC staff. By letter dated 21 September 2017, HMRC Internal Governance dismissed the complaint on the basis that further consideration was unnecessary.

On 12 August 2017 I complained to the IPCC that HMRC Pay As You Earn and Self Assessment had (1) updated my address on 11 July 2017 without my permission (and in the full knowledge of the potential detrimental effect of this on my living situation, given that my address has not changed since May 2014), and (2) had then subsequently closed my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept.

This evening Declan wrote to his National Health Service (NHS) England complaints officer, and once again copied NHS England CEO Simon Stevens into the email. He concluded the email: "I have no idea what's next." We are seriously concerned Declan's complaint last week to NHS England is on track to be treated as abominably as the complaint of mine that the Independent Police Complaints Commission forwarded to the Professional Standards Department of HM Revenue and Customs last September (see here). The Sunday before last, on 14 January, Declan found himself running to Plaistow station, a ten-minute walk away from where we live. NHS 111, a helpline service for urgent medical concerns, had given him 1 1/4 hours to make it across North London for an emergency dental appointment at 12.40pm. When he got there, just in time, he was told by the receptionist that he shouldn't have had to rush at all - they were open until 10pm and there were later appointments available! It didn't stop there. The dentist said he had accelerated the death of a nerve in one of Declan's teeth but sent him on his way without a prescription for antibiotics. This morning our dentist provided Declan with a prescription for the antibiotic amoxicillin. In theory he has been referred to a clinic for the extraction of the now-erupted tooth. The problem this evening is that the dentist says that they have made the referral, but the clinic has subsequently said they are up-to-date with their referrals and Declan is not on their system. This was his original complaint:

Dear NHS England,

Yesterday I received emergency dental care, having contacted NHS 111 helpline service for urgent medical concerns.

Firstly, NHS 111 told me on a fourth phone call that the last appointment available to me in London on a Sunday was at 12.40pm. This gave me less than 1 1/4 hours to make my way across North London by tube from Plaistow to Finchley Central. When I arrived at the dental practice at breakneck speed at 12.42pm, I was informed by the receptionist that she couldn't understand why I was put through such an ordeal because the practice did not close until 10pm and there were later appointments available.

Secondly, I had a nerve removed from a tooth but I wasn't given antibiotics and today I have to contend with gum swelling that has hardly reduced at all. I have made an appointment to see my dentist on 18 January. In the meantime, all I can do to ease the pain of an inflamed gum is continue to take painkillers and rinse my mouth with a salt water solution.

Please could you advise how I should proceed with this complaint.

UPDATE 26 March (10.12pm): On 19 January Declan clarified that (1) he is unhappy with the ordeal he was put through by NHS 111 service because there were later appointments available, and (2) that his specific complaint against the dental practice that carried out the emergency treatment is that he wasn't given a prescription for antibiotics. He got on the system of The Nightingale Clinic for the "extraction of erupted tooth", to quote the referral document. On 29 January he completed the 5-day course of the antibiotic amoxicillin. The extraction was performed on 14 February, a month to the day after the dental surgeon carried out the emergency treatment. We received a final response from NHS England on 12 March. They have not upheld either aspect of Declan's complaint. In regard to (a), they say he was misinformed by reception of later appointments being available. In regard to (b), they find no clinical indication for antibiotics that day, notwithstanding the fact that he was prescribed antibiotics following the eruption of the tooth days later. We will use this complaint against NHS England to fight the seemingly almost certain non-renewal of our tenancy next month. We will be raising our serious concerns about the health care Declan got or didn't get in health care settings over the years; see my blog post of 25 March, Threat to life: We have started our "threat to life" defence against the Greater London Authority. Facebook blocks against our Church and State website have massively escalated this month (WITH UPDATE: 26/3/2018). Perhaps it's noteworthy that I had an unprecedented nightmare trying to publish this blog post on 25 January. For 30 minutes I received different denial of service blocks that I have never encountered before when trying to publish a blog post.



21 December 2006: Chelsea and Westminster Hospital: Declan is hospitalised with pneumonia and discharged unwell back to the streets no more than 42 hours after admission.

Re: Discriminatory surveillance

Paragraph 12 of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

12. It is important to underscore that the discriminatory surveillance suffered by the Applicant and his wife is not an isolated event. Rather, it is emblematic of a larger pattern of surveillance by law enforcement officials in the UK that has been well-documented by international and domestic human rights bodies. For example, GCHQ's Joint Threat Research Intelligence Group (JTRIG) specialises in the "4 D's": deny, disrupt, degrade, deceive. It has been branded by the press as the spy agency's "deception unit". Though its existence was secret until 2014, JTRIG has developed a distinctive profile in the public understanding, after documents from NSA whistleblower Edward Snowden revealed that the unit had engaged in "dirty tricks" like deploying sexual "honey traps" designed to discredit targets, launching denial-of-service attacks to shut down Internet chat rooms, pushing veiled propaganda onto social networks and generally warping discourse online. Previous reporting on GCHQ established its focus on what it regards as political radicalism. Beyond JTRIG's targeting of Anonymous, other parts of GCHQ targeted political activists and groups deemed to be "radical", even monitoring human rights NGOs. The President of the London-based Privacy International, Simon Davies, asks: "If spying on human rights NGOs isn't off limits for GCHQ, then what is?"

Will the hard copy of our employment contracts get through to our American employer this year at our first attempt?

We are hoping this year that we are going to have better luck with our employment contracts. Last year Declan received a cheque for £9.25 from Royal Mail to refund his postage on the loss of the hard copies to the United States. We never had it explained to us why not even the first Royal Mail collection office recorded on the track and trace report:

Dear Ms Stanton,

Complaint: 1-3891637251 - Royal Mail

Since your email of 21 March about the loss of my and my wife's employment contracts to the United States, letters are not being put through our letter box. I understand from speaking with one of your colleagues this afternoon that these incidents have been recorded as "door stepping" under the above case number.

I can confirm that this morning I received a cheque for £9.25 from Royal Mail to refund my postage on the loss of the aforementioned item to the United States. I have not been given the reason why the tracking stopped on this item, with not even the first Royal Mail collection office (Romford Mail Centre) recorded on the track and trace report.

Please could you advise what action I should take the next time my or my wife's mail is left in an insecure place.

NHS England Complaint Ref: C-298326 PW: Will a complaints officer progress or dismiss Declan's complaint straight off the bat? (WITH UPDATE 25/1/2018)

On 15 September 2017 the Independent Police Complaints Commission (IPCC) forwarded to the Professional Standards Department of Her Majesty's Revenue and Customs (HMRC) my complaint of serious misconduct against HMRC staff. By letter dated 21 September 2017, HMRC Internal Governance dismissed the complaint on the basis that further consideration was unnecessary.

On 12 August 2017 I complained to the IPCC that HMRC Pay As You Earn and Self Assessment had (1) updated my address on 11 July 2017 without my permission (and in the full knowledge of the potential detrimental effect of this on my living situation, given that my address has not changed since May 2014), and (2) had then subsequently closed my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept.

Last week I mentioned that Declan and I still have to protect the roof over our heads from misconduct by HM Revenue and Customs (HMRC) staff; see my blog post of 13 January, Peabody rent statement: Are we under attack by Newham Council? (WITH UPDATE 15/1/2018). We now wonder if Declan's complaint last Monday to National Health Service (NHS) England is on track to be treated as abominably as the complaint of mine that the Independent Police Complaints Commission forwarded to the Professional Standards Department of HMRC last September. Last Sunday Declan found himself running to Plaistow station, a ten minute walk away from where we live. This morning Declan received an email from NHS England Complaints Team. It states: "Please could you contact me on the number below or provide me with a contact number in order to discuss your complaint further as I require additional information in order to be able to progress with your complaint." He replied as follows:

Dear Ms Wren,

Thank you for your email.

My phone number is 0788 043 7681; however, in light of the double nature of my complaint, I would prefer to confine the matter to writing in order to try to avoid any misunderstandings.

If this does not suit you, please could you speak the additional information you require into my voicemail and I will get back to you with as unambiguous and comprehensive a response as I can muster to enable you to progress my complaint.

Secondly, I had a nerve removed from a tooth but I wasn't given antibiotics and today I have to contend with gum swelling that has hardly reduced at all. I have made an appointment to see my dentist on 18 January. In the meantime, all I can do to ease the pain of an inflamed gum is continue to take painkillers and rinse my mouth with a salt water solution.

Please could you advise how I should proceed with this complaint.

UPDATE 22 January (6.16pm): On 19 January Declan clarified that (1) he is unhappy with the ordeal he was put through by NHS 111 service because there were later appointment slots, and (2) that his specific complaint against the dental practice is that he wasn't given a prescription for antibiotics. This afternoon the complaints officer confirmed that she has forwarded a copy of his complaint to the relevant persons for investigation. On 16 January Declan received this email from NHS England Chair and Chief Executive's Office:

UPDATE 25 January (6.05pm): This morning our dentist provided Declan with a prescription for the antibiotic amoxicillin. It's used to treat bacterial infections such as dental abscesses. In theory he has been referred to a clinic for the extraction of the tooth. The problem this evening is that the dentist says that they have made the referral, but the clinic has subsequently said they are up-to-date with their referrals and Declan is not on their system. So Declan has written to his NHS England complaints officer with all of this information, and once again copied Simon Stevens into the email. He concluded the email: "I have no idea what's next."
Re: Discriminatory surveillance

Paragraph 12 of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

12. It is important to underscore that the discriminatory surveillance suffered by the Applicant and his wife is not an isolated event. Rather, it is emblematic of a larger pattern of surveillance by law enforcement officials in the UK that has been well-documented by international and domestic human rights bodies. For example, GCHQ's Joint Threat Research Intelligence Group (JTRIG) specialises in the "4 D's": deny, disrupt, degrade, deceive. It has been branded by the press as the spy agency's "deception unit". Though its existence was secret until 2014, JTRIG has developed a distinctive profile in the public understanding, after documents from NSA whistleblower Edward Snowden revealed that the unit had engaged in "dirty tricks" like deploying sexual "honey traps" designed to discredit targets, launching denial-of-service attacks to shut down Internet chat rooms, pushing veiled propaganda onto social networks and generally warping discourse online. Previous reporting on GCHQ established its focus on what it regards as political radicalism. Beyond JTRIG's targeting of Anonymous, other parts of GCHQ targeted political activists and groups deemed to be "radical", even monitoring human rights NGOs. The President of the London-based Privacy International, Simon Davies, asks: "If spying on human rights NGOs isn't off limits for GCHQ, then what is?"

Re: Investigatory Powers Tribunal

The Investigatory Powers Tribunal (IPT) dismissed Declan's complaint against the secret services on papers in less than three weeks, on 1 September 2011, stating that it was "obviously unsustainable". This is paragraph 11 of Declan's updated complaint to the United Nations under Article 19 (freedom of expression) of the International Covenant on Civil and Political Rights.

11. The IPT was created in October 2000 by the Regulation of Investigatory Powers Act and given the power to investigate any complaints against GCHQ, MI5 or MI6, as well as complaints about surveillance operations mounted by the police or any other public bodies. On 5 March 2014 the Guardian reported that the tribunal, which claims to be completely independent of the UK Government, is secretly operating from a base within the Home Office, by which it is funded. The newspaper found that the IPT had investigated about 1,500 complaints, and upheld only 10; five of these concerned members of one family who had all lodged complaints about surveillance by their local council. No complaint against any of the intelligence agencies had ever been upheld. The discovery that the IPT is lodged within a Whitehall department fuelled criticisms of the tribunal that had been levelled by rights groups, lawyers and complainants. The IPT's critics complain that the secrecy is excessive and that its procedures are stacked so heavily in favour of the government and against complainants that it is fundamentally unfair. According to the Guardian, some senior lawyers have described the IPT as "Kafkaesque", while one eminent barrister has dismissed it as "a kangaroo court". The newspaper also reports that as a consequence of the secrecy surrounding the tribunal and the perception that it is unfair, many would-be complainants spurn it.

PayPal money transfer: We have over £1,000 in donations that Declan cannot transfer to the Network for Church Monitoring bank account because PayPal security codes are arriving late to our smartphone (WITH UPDATE 17/1/2018)

Our fight for survival in London continues apace today. Not only is Declan unable to transfer £1,200 in donations from PayPal to the Network for Church Monitoring (N4CM) bank account - because PayPal security codes are arriving late to our smartphone; not even repeatedly resetting the password has worked. This morning he heard from the Chair and Chief Executive's Office of National Health Service (NHS) England about the emergency dental care he was provided on Sunday; see my previous blog post, National Health Service: Will NHS England tell Declan that he doesn't have a complaint at all? (WITH UPDATE 16/1/2018). Subsequently, there have been three blocks on public access to our Church and State website (also revealed in that blog post). And tonight I received an 8-day block from Facebook. They have blocked me from joining and posting to groups and commenting on groups until 23 January; see my blog post of 7 December, Fighting for survival in London: Facebook's 26th block against our Church and State website since 1 December 2015. Last month Church and State topped more than 3 million hits over the past year (WITH UPDATE - Block 29 16/1/2018). This is what Declan keeps getting from PayPal no matter what he does now:



UPDATE 17 January (10.05am): This morning Declan transferred the money from PayPal to the N4CM bank account straight off the bat! Yesterday was the first time since N4CM was founded in 2011 that he was unable to carry out this transaction. We are most certainly concerned that his complaint to NHS England will be treated as abominably as the complaint of mine that the Independent Police Complaints Commission forwarded to the Professional Standards Department of HM Revenue and Customs last September; see my blog post of 27 October 2017, Home Department: Complaint to the Home Secretary against the Independent Police Complaints Commission. My appeal against the HM Revenue and Customs investigation of serious misconduct is simply being ignored (WITH UPDATE 28/10/2017). All we can do with that complaint is use what I have written to the Home Secretary as a High Court (Judicial Review) exhibit to fight the non-renewal of our housing association tenancy this May: the complaint clearly shows that we have been unable even to secure our home address with HMRC four years into the tenancy itself. Perhaps we will also be using Declan's complaint against NHS England for the same purpose. As my previous blog post shows, it is already very usable just as it stands. The more outrageous it becomes, the stronger also will be our case to battle any eviction court.

We have been forced to sleep rough on the streets of London for almost 4 years in total - from 4 November 2006 to 13 July 2009, and again from 14 April 2013 to 17 May 2014. We were evicted from our previous flat in March 2013 because according to our then live-in landlady's ex-husband, Dr Nigel McKenzie, a consultant psychiatrist in Highgate Mental Health Centre, our flat was needed for somebody with a mental illness. Former MI5 whistleblower David Shayler also lived with human rights activist Belinda McKenzie in the same political 'safe house' for a couple of years until 2007. According to BBC Panorama, Shayler "caused the biggest crisis of official secrecy since the spy catcher affair"; he was jailed for seven weeks in 2002 for breaking the Official Secrets Act. It is unfortunate that Shayler declared himself the Messiah in 2007, became a squatter, and was subsequently ridiculed in the press for changing his name to Delores Kane. A New Statesman article published in September 2006 featuring Shayler and Belinda gives no indication that Shayler believed he was the Messiah at that time; whilst a Daily Mail interview with him the following year reveals he believed himself to be Jesus by June 2007. He has never regained his normal self.

The Esquire article below* is mentioned in a Guardian article dated 27 March 2012. It is an eye-opener, highlighting the monitoring and surveillance that Shayler had to live with back in 2000, and the contradictory briefings and slanders that were coming out of the British establishment and the media. The author, Dr Eamonn O'Neill, is a lecturer in journalism at Strathclyde University.

HM Revenue and Customs: Not a matter of serious misconduct?

On 15 September 2017 the Independent Police Complaints Commission (IPCC) forwarded to the Professional Standards Department of Her Majesty's Revenue and Customs (HMRC) my complaint of serious misconduct against HMRC staff. By letter dated 21 September 2017, HMRC Internal Governance dismissed the complaint on the basis that further consideration was unnecessary.

On 12 August 2017 I complained to the IPCC that HMRC Pay As You Earn and Self Assessment had (1) updated my address on 11 July 2017 without my permission (and in the full knowledge of the potential detrimental effect of this on my living situation, given that my address has not changed since May 2014), and (2) had then subsequently closed my Self Assessment account based upon fabricated hearsay evidence which no independent judiciary would accept.

Last Saturday I mentioned that Declan and I still have to protect the roof over our heads from misconduct by HM Revenue and Customs (HMRC) staff; see my previous blog post, Peabody rent statement: Are we under attack by Newham Council? (WITH UPDATE 15/1/2018). Now we wonder if Declan's complaint this afternoon to National Health Service (NHS) England will be treated as abominably as the complaint of mine that the Independent Police Complaints Commission forwarded to the Professional Standards Department of HMRC last September. Yesterday Declan found himself running to Plaistow station, a ten minute walk away from where we live. NHS 111 - a helpline service for urgent medical concerns - had given him 1 1/4 hours to make it across North London for an emergency dental appointment at 12.40pm. When he got there, just in time, he was told by the receptionist that he shouldn't have had to rush at all - they were open until 10pm and had appointment slots available! It didn't stop there. The dentist said he had accelerated the death of a nerve in one of Declan's teeth but sent him on his way without a prescription for antibiotics; and the result is that at the moment the gum swelling is sensitive enough to prevent his teeth from touching. We trust it went without saying that Declan continues to take over-the-counter anti-inflammatory medications (ibuprofen and paracetamol) as directed by the dental nurse who stated in relation to the timing of yesterday's appointment that: "I can't do later than that."

Dear NHS England,

Yesterday I received emergency dental care, having contacted NHS 111 helpline service for urgent medical concerns.

Firstly, NHS 111 told me on a fourth phone call that the last appointment available to me in London on a Sunday was at 12.40pm. This gave me less than 1 1/4 hours to make my way across North London by tube from Plaistow to Finchley Central. When I arrived at the dental practice at breakneck speed at 12.42pm, I was informed by the receptionist that she couldn't understand why I was put through such an ordeal because the practice did not close until 10pm and there were later appointments available.

Peabody rent statement: Are we under attack by Newham Council? (WITH UPDATE 15/1/2018)

HM Revenue and Customs: Not a matter of serious misconduct?

My appeal against the HM Revenue and Customs investigation of serious misconduct is simply being ignored (WITH UPDATE 28/10/2017). This morning we received a rent statement from our housing association landlord, Family Mosaic (of the Peabody Group). It states that the payment of our rent by Newham Council has fallen into arrears, when it should be £50 in credit. We haven't received a rent statement like it since our tenancy began in May 2014. If this is a clerical error by Newham Council, it wouldn't be the first time we have had to straighten things out with Newham Benefits Service. This was Declan's pre-action letter to Newham CEO Kim Bromley-Derry last February:

UPDATE 15 January (11.38am): Phew! This morning Declan phoned Newham Benefits Service. Our arrears are, indeed, real, but explained away as follows:

I am pleased that there is no issue with the Housing Benefit payment you posted on 20 December 2017 (recorded by Peabody as paid on 2 January 2018), as this payment was for the period from 27 November to 24 December 2017.

I understand that the next payment will be posted by Newham Council on 17 January 2018 for the period 25 December 2017 to 21 January 2018.
